To configure your BlackBerry Leap to use M1 MMS in Singapore follow below steps.

Slide your finger left on the display to open the main menu.

Open Text Messages.
Press the dots.
Press Settings and select Text Messages.
Select MMS.

Press Advanced and enter the following details.

APN = miworld
MMSC URL = http://mmsgw:8002
Proxy URL = 172.16.14.10:8080

Press Save.

Return to home screen.

Replace above values in your Leap with values in each setting below for M1 alternative settings that could be compatible with your device.
